Mahabhiyaan (PM KUSUM) Scheme Component C-2

Government of Uttar Pradesh intends to tap state’s huge solar power generation potential to make Uttar Pradesh a Green Energy State.

The objective of this scheme is to utilize state’s land resources by giving farmers / landowners an opportunity to lease out their barren / unutilized land on pre-fixed lease basis for setting up of solar power plant.

UPNEDA has developed a dedicated online portal where farmers / landowners can register their land for leasing out to establish a solar power plant. Solar power plant developers can also register on the portal to reach out to the registered farmers / landowners.

The portal (http://upnedakusumc2.in) will act as a facilitator where interested farmers / landowners and project developers can collaborate to arrange land for a solar power plant on RESCO mode in the vicinity (preferably within 5 KMs radius) of identified 33/11 kV substations of Uttar Pradesh DISCOM(s) as envisaged under PM-KUSUM Component C (Feeder level solarization).

Salient features of PM-KUSUM Component C (Feeder level solarization)

• ➤ UP Discoms have identified 33/11kV substations primarily catering to agriculture consumers for this scheme.
• ➤ Farmers/landowners can apply online to lease their land for solar power plants.
• ➤ Developers can execute a 27-year lease agreement with landowners or use their own land.
• ➤ Developers will be eligible for Central Financial Assistance (CFA) and Viability Gap Funding (VGF).
• ➤ DISCOM(s) will buy the power from developers at a discovered levelized tariff for 25 years.
• ➤ Lease rent will be paid directly to the landowner as per the lease agreement.
• ➤ Land registration does not guarantee lease payment without a formal agreement.
• ➤ Discom/UPNEDA will not be a party to the lease agreement.
• ➤ Land must be free of legal issues; otherwise, the landowner is solely responsible.
• ➤ Developers must verify land documents before signing agreements.
• ➤ Discom/UPNEDA will not be responsible for disputes between parties.

Provisions and Guidelines:

1. The plant must be within 5–10 KM radius of the identified substations.
2. Approximately 4 acres of land per MW is required.
3. Govt. support includes Rs. 1.05 lakh/MW (CFA) + Rs. 50 lakh/MW (VGF) = Total Rs. 1.55 crore/MW.
4. Participants: farmers, group of farmers, panchayats, cooperatives, FPOs, developers.
5. Land to be leased for 27 years at agreed rent ensuring income for farmers.
6. Farmers can register land free of cost on the UPNEDA portal (http://upnedakusumc2.in).
7. Energy generated will be procured by UPPCL for 25 years from date of PPA signing.

Stakeholder-wise Responsibilities

Landowners’ / Farmers’ Responsibilities:	To register on the dedicated portal using mobile number (OTP based verification) To select substation and submit application towards registration of land with all required documents (identity proof, govt. issued land ownership document, cancelled cheque / bank passbook, etc.) To ensure the proposed land is free from any type of encroachment, mortgage/loans and other liabilities.
Developers’ Responsibilities:	To register on the portal for tie-up with registered landowner(s) / farmer(s) To participate in the tender floated by Discoms from time to time To execute PPA with Discom and supply power at finalized tariff, if selected as successful developer by Discom To bear the agreed lease rent amount as per agreement payable during plant installation and commissioning phase
