Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyaan (PM-KUSUM) Scheme - Component C2

Government of Uttar Pradesh intends to tap the state’s huge solar power generation potential to make Uttar Pradesh a Green Energy State.

The objective of this scheme is to utilize the state’s land resources by giving farmers/landowners an opportunity to lease out their barren or unutilized land on a pre-fixed lease basis for setting up solar power plants.

This portal will act as a facilitator where interested farmers/landowners and project developers can collaborate to arrange land for a solar power plant in RESCO mode, preferably within a 5 KM radius of identified 33/11 kV substations of UP DISCOMs.

Salient Features

1. 33/11kV substations serving agriculture loads are identified for the scheme.
2. Online application system for landowners and developers.
3. 27-year lease agreement between landowners and developers (or own land usage).
4. Eligible for Central Financial Assistance (CFA) & Viability Gap Funding (VGF).
5. Power purchase agreement with DISCOMs for 25 years at discovered tariff.
6. Direct lease rent payment to landowners.
7. Registration does not guarantee payment without formal lease agreement.
8. DISCOM/UPNEDA is not a party to lease or liable for disputes.
9. Land must be free from legal issues.
10. Land verification is the developer’s responsibility.

Provisions & Guidelines

1. Solar plant must be located within a 5–10 KM radius of identified substations.
2. Approx. 4 acres of land required per MW.
3. Total govt. support: Rs. 1.55 crore/MW (Rs. 1.05 lakh CFA + Rs. 50 lakh VGF).
4. Eligible participants: Farmers, panchayats, cooperatives, FPOs, developers.
5. 27-year lease period with pre-agreed rental for steady farmer income.
6. Free registration for landowners on the UPNEDA portal.
7. UPPCL will procure power for 25 years post PPA.

Note: All lease and land ownership disputes must be resolved independently by involved parties. UPNEDA or DISCOM(s) will not intervene.
